Inspection
An inspection for asbestos-containing materials is usually the first step in the process. An inspection is required prior to commencement of renovation, demolition or other construction activities that may disturb potentially asbestos-containing materials. This inspection must be performed by an individual licensed by the TDH as an Asbestos Inspector, Asbestos Management Planner, or Individual Asbestos Consultant, and involves collection of small amounts of each suspect material and analysis of those samples by a licensed Asbestos Laboratory. The laboratory will use one or more techniques to determine whether a material is asbestos-containing.

When ACM is identified, a decision must be made whether to manage it in place under an Operations & Maintenance Program, or if a response action is required. Appropriate response actions can include encapsulation, enclosure, or removal of the ACM. Until a suspect material has been sampled and identified as non-asbestos by properly licensed personnel, it MUST be presumed to be asbestos-containing material, and is referred to as PACM. PACM must be treated as ACM. A partial list of suspect materials is found in the EPA's National Emission Standards for Hazardous Air Pollutants (NESHAP) document.

Project Design and Removal Specifications
Once it has been determined that ACM must be removed or "abated", an Individual Asbestos Consultant must prepare a design for the project. This Project Design defines the scope of work to be performed, and the manner in which it is to be performed. This document is often referred to as the project specification or "specs".

If the client does not have a designated Asbestos Abatement Contractor, or if the project is large in scope, the client will often ask that AZTEC solicit removal bids from qualified contractors. AZTEC will then take the project specs and organize a formal walk-through of the job site to give contractors an opportunity to view the project and work site before submitting bids. Once qualified bids are received, AZTEC will assist the client in evaluating the bids and selecting a contractor.

Air Monitoring
Collection and analysis of air samples is an essential part of any removal project. Some air samples are required by EPA and TDH, and different samples are necessary to comply with OSHA regulations. Air samples are collected for many reasons:


Project Management
Once a contractor has been selected and the work is ready to begin, AZTEC will assign to the job a licensed Asbestos Project Manager, as required by TAHPR. The project manager's role is to monitor the Asbestos Contractor's work for compliance with the contract, project specs, and regulations. The project manager is qualified to perform post-abatement visual inspections of the work area, which must be performed prior to final air clearance. Often times the project manager will also be licensed as an Air Monitoring Technician, and will also perform the required air monitoring associated with the project.


Operations and Maintenance Programs
If identified ACM or PACM is in good condition and will not be affected by planned renovation or demolition, it can often be managed under a site-specific Operations and Maintenance (O&M) Program. When created for a school under the EPA's AHERA regulations, the document is referred to as the Asbestos Management Plan, and is very similar to an O&M Program. These plans are prepared by an Individual Asbestos Consultant or Asbestos Management Planner, using data generated during the inspection. A typical management plan or O&M program should be available to building occupants and contractors who may work in the building, and contains several elements to assist in dealing with ACM and PACM:
