Storm Water Permitting for Phase II (Small) MS4s
Required by the Environmental Protection Agency, these plans provide a way to keep as much sediment and various pollutants limited to the project site, on any project disturbing over one acre of land. These plans are created in accordance with Federal, State and Local regulations to comply with the 1972 Clean Water Act in an effort to keep the United States surface waters clean.
AZTEC Environmental will design and implement this plan to ensure your compliance with all regulatory agencies.
This SWPPP is associated with an industrial activity and the into one of the following:
And your business activity fits into one of the regulated industrial sectors, meaning that your industrial activity fits under one or more of the Standard Industrial Classification (SIC) Codes or Industrial Activity Codes to be found in "SIC Codes Subject to TPDES Multi-Sector General Permit,"
Then you will be required to obtain coverage under General Permit TXR050000.
If you don't qualify for coverage under this general permit, you may need to obtain an individual permit for any discharges to water in the state.
Allow AZTEC Environmental’s storm water team determine your needs and provide guidance in compliance with the MSGP. Once the SWPPP is in place, AZTEC will train, inspect and continue to consult your company for the duration of the permit.
If you operate a regulated small municipal separate storm sewer system (MS4), then you must develop a storm water management program (SWMP) that includes at least these six control measures:

The deadline to apply for coverage was February 11, 2008.
General Permit Issued
General Permit TXR040000 was signed and made effective on August 13, 2007, and authorizes the discharge of storm water from certain small MS4s.

Notice of Intent (NOI) for Storm Water Discharges from Small Municipal Separate Storm Sewer Systems (MS4) under the TPDES Phase II MS4 General Permit (TXR040000).
Notice of Change (NOC) to an Authorization for Storm Water Discharges from Small Municipal Separate Storm Sewer Systems (MS4) under the TPDES Phase II MS4 General Permit (TXR040000).
Annual Report
AZTEC will also provide your annual report making the entire process seamless. The MS4 operator must submit an annual report to the executive director within 90 days of the end of each permit year. The first permit year for annual reporting purposes began on August 13, 2007 and ended on August 13, 2008. The deadline for submitting the 2007-2008 annual report is November 12, 2008. The TCEQ Small Business and Local Government Assistance program has developed an MS4 Annual Report Template.

In order to make sure that your site is in compliance with the designed storm water pollution prevention plan and the all regulatory authorities, AZTEC Environmental will provide the required inspection of your construction project. AZTEC will determine if all of your erosion control devices are properly installed, maintained and effectively containing sediment or other pollutants on-site.
These inspections are required once every seven (7) days or every fourteen (14) days and within 24 hours of a 1/2 (0.50) inch rain event. AZTEC recommends that all construction projects are inspected on the seven day cycle in order to avoid possible compliance issues. By using AZTEC for your inspections, project managers and superintendents are given more flexibility and extra time to help increase productivity and focus more attention on building and less on storm water.
Best Management Practices (BMP's) are the steps taken to avoid compliance issues and possible storm water pollution. These practices involve steps such as avoiding overfilling the trash containers on-site to installing and properly maintaining wire backed filter fabric fences around the construction site.
